AFAIK, It is only at the download center. ( Patch KB918651:

A template could be a blank e-mail with a special background, or a standard message saved so you only have to enter an address to send it. These remain on your Desktop, or wherever you save them. I have quite a few. If you ever had a use for something like that, you will need the reg hack. It won't hurt to do it and if you look at Toms site, he has a downloadable Zip file that all you have to do is Run it and the registry change is made. No muss.
