I should have indicated in my request that I am "semi-illiterate" when it
comes to computers. I tried to find the file by entering the name you gave
me, but the search indicated that there was not file by that name. Did I look
in the wrong place? Also, \ after I delete this file, what will happen to the
Inbox and the new folder I create? Will the future emails be downloaded to
the old Inbox and to the new one I created?

I really appreciate your help.

Note, doing so will download the messages you've already downloaded again.
This file is the record keeper of what mail has been downloaded. I would
suggest you create another mail folder and move all the messages currently
in the Inbox to this folder, then close OE, delete the pop3uidl.dbx file so
you can easily see and compare what is there.
