A computer has both OE and Outlook 2003. OE is password protected to
start up. When the user opens Outlook, the prompt for OE pops up even
without OE being started. How is OE tied into Outlook at that point?

It's tied in only for reading newsgroups. If you create a news account
in Outlook, Outlook Express is required for that to function since
Outlook has no newsreader capability by itself.

There are no news accounts in OE or in Outlook. How can I disable the
request from appearing when I start Outlook?

Thanks

This can probably be answered better by an Outlook expert in one of these
newsgroups:

Maybe so, but it is the Outlook Express password being requested.

But it's Outlook that you're starting.
