I use ZAIS & Spy Sweeper on multiple computers with OE as the email
client.

This is the only PC that has encountered the problem. I was hoping for
advice as to how to fix OE, rather than discuss the merits and demerits
of a program.

Have you disabled the anti-virus component of ZAIS from scanning incoming and outgoing mail yet?
