Cant get OE 6 to open

When I click on the OE icon, the blue box comes up and then nothing. It just stays there. When I look at taskmanager, msimn.exe is getting 86 to over 90% of all the cpu time and nothing else is happening. the only way to stop it is to kill msimn.exe from taxk manager. Please help --- any suggestions????
