See if the info at this link helps fix it:
OLEXP: Error Message: "Unable to Poll for New Messages" When You Use Hotmail
with Outlook Express:
http://support.microsoft.com/?kbid=259133

But the error message is strange and suggests it may not be complete.
Hotmail in Outlook Express uses an HTTP protocol and not NNTP which is used
only for posting to newsgroups. Check your settings under Tools/Accounts
for the Hotmail account and make sure you are using the HTTP protocol. Also
for almost a year or so, new Hotmail accounts are no longer integrated into
Outlook Express unless they are paid accounts. Is this an older account
that has been "grandfathered" to continue to work in Outlook Express or is a
new account (i.e., new Hotmail address) that you are attempting to set up in
Outlook Express?

The following is an email a Hotmail customer received from support when
asked to setup a new account in Outlook Express:

Dear Hotmail Member:

I understand how important it is for you to have this issue addressed
immediately and I sincerely apologize for the delay in getting back to you.

As of September 27 2004, the protocol that allows Hotmail Customers to
access their MSN Hotmail account from within Outlook, Outlook Express, or
Entourage (WebDAV) is no longer available to any new users with free Hotmail
accounts. Free users who are already accessing their mail through Outlook
and OE will continue to be able to do so until late in the first quarter of
2005, after which time the protocol will only be available as part of MSN
email subscription services. It is possible that during the time we were
making these changes you may have had problems accessing your email via
Outlook or Outlook Express WebDAV as part of the transition process.

I found the solution which was only a simple update at Microsoft. An HTTP
problem with IE7. Thank you!
