Default Account Settings

I am having a problem with one of our computers using outlook express.
everytime it is switched on and you start outlook express it resets the pop
mail server to 127.0.0.1 when our pop mail server address is pointing to our
proxy server. I would like to know how i can sort the problem out. Any
solutions? thanx
