"Grayed out" or disappear? See if this info helps:
http://www.insideoe.com/problems/bugs.htm#notoolbars

If not, is this a personal computer or one owned by your company? What
operating system is it running? Is it fully updated?

I know you need to have a newsgroup available in outlook express for the two
mentioned icons to be useable, but how do I have a newsgroup listed to
access it without the newsgroup icon useable. For example how do I make
"msnnews.microsoft.com" appear, or any microsoft public, etc. group.

Go to OEtoolsaccountsnewsadd. fill in the settings and add
msnews.microsoft.com on the server tab.
