Ron - You are a genius!
Issue ressolved. The promblem lay in the virus scanning software. Norton Virus Email Scan was set to scan the email account in question in one identity/user and not the other so the email account details in 0E were slightly different. (Norton Virus Email Scan changes the pop account details slightly when set to scan an email account). I presume that whatever logic check is performed by OE when the Pop3uidl.dbx is referenced during a mail check assumed two different accounts and thus downloaded the mail twice.
