OE has been split off from IE, so there is no OE7.

Was there any truth to the rumours that Windows Mail, that comes with Vista,

No chance at all. There will be a program available for XP/SP2 called
Windows Live Mail Desktop, but from what I see so far, I'm not jumping for joy about it. Will OE6 ever be updated? Or will there still be a standalone email client
after OE6? 'Windows Live Mail Desktop' sounds like something you can only use when you're online (no good for me with my dial-up). Thanks.
