I am getting lots of spam email where the content of the message is an image
and below that, random text that makes no sense. As an example:

{Nicotine Opium Oxycodone Oxycontin pcp!
Rohypnol Salvia Divinorum a san Pedro stp am.
Include blood vessels heart rate pressure.}

Is there any way to block this with message rules?

They are very difficult. Filtering in your mail is just about all that OE's
