Default Receiving messages at startup

I am temporarily living in France and am using Orange ISP while I am here.
It does a number of annoying things (so I'll be glad to be rid of it in due
course), but there is one in particular that someone may be able to help
with. I'm using WinXP with OE6.

In OE ToolsOptionsGeneral, I have unchecked the option to 'Send and
receive messages at startup'. But every time I reboot OE, that option is
checked! How do I get it to stay unchecked, and am I correct in assuming
that Orange has done something to re-check it automatically? Unfortunately,
my French is not good enough to tackle Orange by telephone.

Default Receiving messages at startup

Orange isn't doing this.

You may have a damaged identity especially if it is the default Main
Identity. File | Identity | Add New Identity. Create a new one and test it.
If all is well, you can import your messages and Address Book from the old
identity and delete it.
