Default can not send emails since ie7

Since loading ie7 outlook will not let me send mesages. I have turmed off NAV
email scanning (which was never a problem before) and still no luck. Here is
the message I receive from outlook express.

Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Account: 'pop.charter.net', Server: 'smtp.charter.net', Protocol:
SMTP, Port: 25, Secure(SSL): No, Socket Error: 10053, Error Number: 0x800CCC0F

It seems to be a problem with the charter.net server, not your computer.
To confirm this, try sending an email from another computer where you
haven't downloaded Internet Explorer 7. If you have the same problem,
it's the server. If you don't have the same problem, try going to
Add/Remove Programs and uninstall Windows Internet Explorer 7 and it
will revert back to IE6.

Disable email scanning by your anti-virus application. It provides no
additional protection and even Symantec says it's not necessary:

paste
Disabling Email Scanning does not leave you unprotected against viruses that
are distributed as email attachments. Norton AntiVirus Auto-Protect scans
incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To
make sure that Auto-Protect is providing the maximum protection, keep
Auto-Protect enabled and run LiveUpdate regularly to ensure that you have
the most recent virus definitions.
