I am new to outlook and I'm not sure what I am doing I have school which is one of my newsgroups, but do I have just a regular email? I'm not sure what my settings should be then, can anyone help me with this?

In OE, Tools | Accounts | Mail tab If you don't already have an email account click Add | Mail and fill out the blanks. When it asks for mail servers try email.uoph.edu for both servers.
