I open an email and click on a hyperlink. It takes me to a new IE6
window. I click on another hyperlink and it opens in the same IE6
window as the previous hyperlink--deleting the first hyperlink. Is this
normal? Is it possible to get OE6 hyperlinks to each open in its own
IE6 window? Windows Xp.

Yes, this is normal and no, I don't know of any way to change it without
installing IE7, and then it isn't consistent.
