Attachments to incoming data are not being allowed through.

Contact your ISP and find out if they are stripping anything from messages.
Also try sending yourself a short email message with a file attached and see
if that works (before accusing your ISP of being the problem). Might also

If you've installed XP SP2, then see:

If you are not seeing any indication of the attachments, rather than OE
not letting you open/save them, then something else is going on.
