Default Missing toolbar (formatting text)

Before christmas 2006 I bought 4 computers with Windows xp media center
edition from Dell. They all have the same bug in outlook express. The format
toolbar (my computers are delivered with norwegian language. The toolbar I
have in mind are for formatting the text you write in a new mail like bold
italic colors and so on.) I have checked it under the "show" menu and I have
chosen html under the "format" menu. It doesn't show on any of the four
computers. I have read a bugfix article on the insideoe.com, related to fix
toolbar problems. I tried to follow the instructions there without any
result. I also can't imagine there is a identeties problem on all our four
dell computers. Does anyone have an idea what might be the problem? Thank you!

Did you take care of EVERYTHING on the following webpage before otherwise
connecting the machine to the internet (i.e., to browse, check email, chat)?

Before You Connect a New Computer to the Internet

Does the behavior persist in a new identity?

Do you have antivirus software running or any antispam software that could
be interfering with OE? see www.oehelp.com/OETips.aspx#3 Try going to
Start | Run and type msconfig and disable all startup items and non-MS
services. Then reboot. See if you get the toolbar then.

Thanks for Your reply!
The first thing I do before connecting to the internet is to "secure" the pc
with anivirus software and the latest OS updates. Three of our PC's have
McCafee antivirus one have Norton Internet security. The problem persists
even if we try to change identities.

I have tried to disable all non-microsoft processes , even my antivirus
software. Still the formatting toolbar doesen't show up. One of the pc's use
Norton internet security, the other three use McCafee. I also know of a fifth
pc with Windows xp home media center with the same bug. Does anyone have a pc
with xp media center and a outlook express application with a formatting
toolbar that show up. Thank You!

Did you talk to people at Dell about this? This is not a general problem
with Media Center PCs, so it may be peculiar to the machines Dell supplies.
I really don't know, if its not an antivirus or some other program running
in the background doing it.

Try Message | New Message Using and then choose one of the stationery
selections. Then click in the message window. Do you get the formatting
bar then?
