Default Outlook Express starts very slowly

Outlook Express 6 has become very slow in connecting ,authorising and
receiving mail.
Operating System is Xppro (service pack 2). Web browser is IE 7. I have
also got McAfee VirusScan 10.0 installed. It is set to scan Program files and
Documents only.

In Help and Support center Network Diagnostics – Outlook Express Mail –
pop.tiscali.co.uk/smtp.tiscali.co.uk is shown as Failed.
Also Outlook Express News msnews.microsoft.com is shown as Failed.
Why so?

In Email troubleshooter under the item “Outlook Express starts very slowly”
it is suggested that a damaged or missing imagehip.dll file could cause this
problem and gives instructions as to how to repair imagehip.dll. However,
following these instructions when I try to restore imagehip.dll from
E:\win9x\win_11 to C:\wintnt\system 32 and click on expand I get an error
message “The restore from file does not exist.”

I have searched my computer and find that a file named imagehlp.dll (141kb)
is located at C:\windows\system32 not wintnt\system32. On the installation
disk it appears to be located at -.\1386\win9xUPG not \win9x_11. These
addresses do not match those indicated in the troubleshooter. I have not
pursued this further, I do not know,therefore, whether or not imagehlp.dll
is causing the problem.

Are there any other avenues that I might pursue?
Suggestions would be much appreciated
