Uninstall Norton and get free AVG (http://free.grisoft.com) or Avast
(http://www.avast.com).

I THOUGHT I had, but when I checked, my Norton's was still (or again!)
scanning e-mail. After making CERTAIN that e-mail scanning was turned
off,
I tried removing the e-mail account, closing and opening OE, and then

the account back again. I'm still unable to send or receive mail, and the
error message remains the same:

A time-out occurred while communicating with the server.
