Default How to avoid weird code for punctuation

Some of my correspondents' e-mail displays "smart" quotes and "smart"
apostrophes like this, making an e-mail unreadable:

Is this because of a setting in my e-mail program (OE6), or in the sender's
e-mail program? I doubt the problem is my program, since I only have this
problem with a few people.

Is there a setting that can be changed in the sender's program (which could
be anything, not necessarily OE) that avoids this problem?

That can be caused by pasting text from Word (or using Word as the HTML
editor in Outlook). The person doing the pasting needs to turn off the
smart quotes feature in Word so that it uses simple quotes.
