You'd been accessing the account in OE on your old machine?
When was the last time you'd done so?

1. IE (not OE) Tools Internet Options Privacy Sites type in

hotmail.com [and]
windowslive.com

Now Allow cookies for each, in turn.

2. If you're running IE7, install this update:

Authentication fails when you use Outlook or Outlook Express to try to log
on to a HTTP-based mail server if you use Internet Explorer version 7.0:
http://support.microsoft.com/kb/904942

3. If still no joy, post the complete error message.

To keep track of things, it helps immensely if you include all of previous
message(s) in your replies to the newsgroup. Thank you.

Well, it looks like you no longer have free access to the account in OE
because you hadn't accessed the account in OE for such a long time, so, yes,
you will need to subscribe to Hotmail Plus (about $20/year) to be able to
access the account in OE again.
