I have a question about turning off the email scanning in Norton anitvirus.
Is there a relationship between their email scanning feature and firewalls?
Because they require me to have my firewall off, otherwise it somehow
inteferes with their program.

By "their program", do you mean Norton Anti Virus? In any case, Norton
software is a plague. You would be better off with something like Alwil
Avast, or Grisoft AVG for anti virus work. The Windows XP firewall is
sufficient for protection from incoming connections. There may be some good
firewalls for outbound protection, but I haven't used one since I gave up
Kerio Persoal Firewall 2.1.5. I have no software firewall recommendation
beyond what Windows XP offers.

A firewall and anti-virus scanning of e-mail are separate issues.

If you got the Norton package that includes Norton Firewall, they may
well ask you to turn off the Windows XP firewall. Running multiple
firewalls can cause problems.

Thank you, I just downloaded the Norton AV 2007 update which includes a
firewall, so that resolves that issue. I'm still gettiing the same error
message 0x800cccof, and now I'll try turning off the AV email scanning
feature, which another tech person told me was an unnecessary layer of
protection and could be causing the error.

I am running XP Sp2 and Norton Internet Security 2006. I suggest you chk with
your internet provider to insure your setup is correct. That error msg sounds
familiar. Unless you have another virus/spam running I suggest you do not
disable email scanning. Norton NIS prior to 2006 would not allow 2 firewalls
running at the same time, but that is not the case in 2006. Nevertheless it
really slows don the processing

If you are going to insist on using either Norton or McAfee, at the very
LEAST turn off email scanning. It is redundant and causes problems.
