Is there a way in OE6 to set "Receive Read Receipt" as the default setting.

Do I feel silly. Should have thought to check there first, but I figured it
couldn't be that easy. I just know there had to be something more to it--like a registry hack. There are 3 ways to reply to a read receipt request:
Do not send. Ask. Always send. Most of the people I know set their option to "Never send" as soon as they find out that they have an option. (Some take a while.) The receipt is pretty much meaningless anyway, because it's really an "open receipt" rather than a "read receipt. Getting one means that your message might have been read.
