Default outlook express

I have xp home with ie7,sp2.The other day my outlook express program
came up and said it has been removed from my computer.I have
reinstalled windows sp2,ie6 and ie7,and did system restore also.And it
still won't come back.I use it for all my email accounts.Does anyone
have any suggestions on what I need to do now besides to do a recovery
on my pc which I suppose is my last resort.Thanks in advance for any
help

Go to C:\program files\outlook express with Windows Explorer and see if
there is a msimn.exe file there. If so click on it and see if OE starts.

Yes I did that and thats where just the blue screen comes up and I have to
restart my pc to get it off or my cpu runs at 100%.

if it works then.

Tried all that and what microsoft said to do in the registry and it still
dont want to open correctly.At least it kinda opens now but it always says
not responding.Any other suggestions?

General OE Caveats:

- Don't use Inbox or Sent Items to archive messages. Move them to local
folders created for this purpose.

- Empty Deleted Items folder daily.

- Disable Background Compacting [N/A in SP2] and frequently perform a manual
compact of all OE folders while "working offline". More at
http://www.insideoe.com/files/maintain.htm.

- WinXP SP2 only: Do not attempt to close OE via Task Manager or shutdown
your machine if Automatic Compacting is taking place.

- Your anti-virus application's email scanning feature can also cause
corruption. Disable it. It provides no additional protection.

Move all the dbx files out of the message store directory. And make sure
you disable email scanning of your antivirus software. See
