Default How do you open a closed port?

The 'failed to connect to server' message is because
ports 110 or 25 aren't available.

The connection to the server has failed. Account: 'mail.xxxx',
Server: 'mail.xxxx', Protocol: POP3, Port: 110, Secure(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E

Besides what could
possibly block them, is there a Windows executable or something for
unblocking or waking up these ports?

Maybe xxxx does not use ports 25 and 110.

unavailable.
Otherwise I can assume more obscure reasons that can only be resolved by
uninstalling Norton Internet Security.
Nothing switched off makes a difference.

Get rid of Norton and then remove your mail accounts, close and reopen OE,
and add them back again. Then see if it works. See

Default How do you open a closed port?

Ports get blocked by a firewall. That could be on your PC, the router
if you are using one, or your ISP.

10061 = Connection refused
That can also mean that the mail server doesn't want to talk to you on
that port. Could be that the server isn't using that port (some are
moving to SSL which uses a different port) or that you aren't connecting
to the Internet via that ISP (more common for SMTP that POP).

The problem can also be caused by your anti-virus program scanning
e-mail or use of an anti-spam program.

If you think something is blocking your ports 25 and 110, that would be your
firewall. But it isn't that. Get rid of Norton.
