Default Multi User in XP

I have installed Norton 360 Add-on-Pack, but the Norton AntiSpam access
button in the Inbox toolbar only appears in my Inbox.
Does anyone know how do I make it so that it appears in the Inboxes of all
the users on my computer?

That will likely damage your message store. See www.oehelp.com/OETips.aspx

You should either get rid of it or use another email client.

Some of the reasons AntiSpam was removed from prior Symantec products was its bloat, inability to be configured for different user patterns, and its failure to operate efficiently without creating additional trouble and corruption of user files. AntiSpam long-in-the tooth and has not been updated in 2 yrs. What you see is what you get. N360 has enough bells and whistles(including some that should be disabled[email scanning in/out, messenger, and any Office plugin. If on a home network, disable Internet Worm Protection when transferring large files across machines or external drives].

Imo, remove Antispam, practice safe use and guard your primary email address from all but a limited group of contacts and use web based free email addresses for all other internet usage. Additionally if you isp provides it, limit your email on their servers by filtering and delivering only mail for those in your address book.
