That is normal for most ISP's. You can only send through Outlook Express if you are connected to
their service. When traveling, you connect through a different ISP.

Most ISP's have a link to your mail off their home page. When you use this web-mail link, they you
can send mail from your ISP. Check with your ISP for this option.

This can be tricky. Either your home ISP, or the service that you are
currently connecting via, or both, can block the sending as an spam
control method.

Check with your home ISP to see if they support SMTP Authentication. In
OE this is specified in Tools, Accounts, Mail, Properties, Servers,
Outgoing Mail Server, My Server Requires Authentication. You will also
likely need to change the SMTP port to 587 or 465 rather than port 25
(specify in OE at Tools, Accounts, Mail, Properties, Advanced). Only
your ISP can tell you if they support this and the exact settings. If
they do support it, then they will likely let you send via another ISP.

But you may still run into cases where the ISP that you connect via
while traveling blocks sending. Some will, some won't.

The other option is to send via your home ISP's web interface, if they
offer that.
