Which one are you talking about? Are you using a router? So what
actually is your setup?

NOTE: If the issue continues to occur, repeat the preceding steps, but type
a different MTU value between 1,454 and 576. When you test additional MTU
values, try 576 and then increase the number to 600. If setting the MTU
value to 600 does not resolve the issue, increase the value by 100 until you
reach 1,400. If the issue continues to occur, try 1,454 and then stop. When
you are finished, if the issue is still not resolved, change the MTU value
back to 576.

Never the less, Norton has been screwing up OE for years, and yes, you
can

If nothing there helps, I would get rid of Norton completely. I wouldn't
own, or work on a machine that used it. This machine came with a free
trial
of Norton, and I removed it before I even set up an e-mail account.

I would suggest either Avast, (freeware), or NOD32, (not free).

In the case of Avast, choose Custom Installation and under Resident
Protection, uncheck: Internet Mail and Outlook/Exchange.

Norton, and McAfee, products are not Outlook Express friendly, and I
don't
know of any OE-MVP that would recommend using them.
