Hi Jhon,
Other than what? Once upon a time some ISP's had open news servers that could be accessed for free. Those days are long gone. I would suggest paying for the service if your ISP does not provide a news server. A Google search for "usenet server" will provide some reasonable options. Check with your ISP to see if they offer a general interest news server.
