Default Outlook Express "not configured correctly"

Just can't figure this one out. Computer Club member called and I went over
and she presented me with this message from a MS Support person.
http://www.anthemwebs.com/Documents/prob.pdf She had attempted to follow
his instructions. Lots of files were missing? I have no idea what she had
done. I could not run the regregsvr32 (not found)

I replaced the following: wabmi.exe, msimn.exe, msoe.dll, msoeres.dll,
oeimport.dll, oemig50.exe, oemiglib.dll, setup50.exe, wab.exe, wabfind.dll
and wabimp.dll in both of these locations:
c:\Program Files\Outlook Express
c:\I386??

I Removed it through the Add/Remove Windows components. Rebooted and
Installed it. Nothing. The files that I placed in the folders were still
there.

The program would now open, but nothing would execute. I was able to install
the Cumulative Security Update that had started the whole problem when it
wouldn't install.

Still nothing works.

I have installed the Thunderbird e-mail program so that she can communicate.
I was able to open the address book and export to a tab de-limited file and
import that into Thunderbird. But, I would still like to solve the problem.
For what it's worth she doesn't like Thunderbird...

Any thoughts?
