Default can't send or receive e-mails

Since service pack 3 for MS Excel has been installed, I have not been able to
send or receive e-mails. Outlook Express is 2002 SP 3. Internet service
provider is BRESNAN. Mail.bresnan.net is POP server.

There is no Outlook Express 2002 SP 3. Do you mean MS Outlook, (part of
Office), perhaps?

Prove it by providing the details, some of which include the ACTUAL
error message that you get.

There is no such product as Outlook EXPRESS 2002 SP3. There is Outlook
2002 (from 98 to 2007) and there is Outlook Express 6. Outlook (and
Excel) are part of the Microsoft Office suite (although it is possible
to buy them separately). SP3 would not have been just for Excel but
instead for all products in the Office suite; that is, SP-3 is for
Office.
