"preparing to install" box pops up when sending

Default "preparing to install" box pops up when sending

I've seen this before, but now I can't find the article that describes how to
fix it. On my wife's computer, using XP home and OE 6, every time she tries
to send email, a box pops up with the preparing to install notice which she
has to cancel numerous times before the email is finally sent. The last box
reads something about spell checking has been halted and do you want to send
anyway? I know there is a fix for this, but I can't find it.

Crystal Ball© says it might be this:

Picture It!: The Windows Installer in Picture It! runs when you click Send
or when you run the spelling checker in Outlook Express:

If not, preparing to install what? Please post the entire error messages.
