Default Outlook Express dial up connection window

Everytime I try to send email via outlook express a dial up connection window
opens. I have tried to correct this but I still have that window open which
makes sending anything out of the question. The email sits in the "out" box.

I have broadband and have set up the account quite a few times.

Thanks for your assistance.
