The SMTP server returned an error. Account: ,
Server:
Protocol: SMTP, Server Response: '4.5.9|Spam
limit has
been reached.', Port: 25, Secure(SSL): No, Error Number: 0x800CCC60

I have contacted my ISP, who told me to try Microsoft.com for
advice. I can
find a description of this error number, but no advice on what to do
about it.

"Spam limit has been reached"
Well, that determination was made by whomever through which you send
outbound e-mails. Ask them. It is THEIR error message.

Looks like you've sent more e-mails per minute, day, hour, or day than
they permit. Or they run their anti-spam filter against outbound
e-mails (instead of just inbound e-mails) and you exceeded some quota
count of theirs as to your e-mails being spam. Could be you specified
too many recipients per e-mail. Could be you made too many sessions
per minute which exceeded their mass mail anti-spam quota. Only the
e-mail provider knows why they issue that particular error message.
Microsoft can't help you because Microsoft isn't the one operating the
mail server that issued the error message.

Since you left out the server details from the error message and never
bothered to identify with who you have an e-mail account then no one
can help you with an unknown e-mail provider. You will have to go
back to them to demand they explain why THEY issued THEIR error
message. That's assuming it really was their error message. If those
fields in the e-mail message are truly blank then maybe you are
running some anti-spam software on your own host. For example, some
anti-virus programs include detection of mass mailing (i.e., that
you've been infected with a trojan mailer), like watching how many
mail sessions you try within a minute, how many recipients maximum are
allowed per e-mail, and how many e-mails you try to send within so
many seconds (like more than 5 e-mails in 20 seconds). You will need
to educate yourself regarding whatever anti-spam, anti-virus,
anti-spyware, or other anti-malware software you have installed.
