Default Can't send emails to every one on my contact list...

I have been having trouble sending emails from my Outlook Express for a few
months now. At first I wasn’t able to send anything only receive. So I had my
computer reformatted. I have XP Pro and OE is part of the program. I thought
it handled the problem but I just found out that I can forward mail and reply
to mail (I think) but I can not “Create” a new email that will go to most of
my recipients.
I sent it to myself today and I received it. Than I sent it to my wife’s
computer and she didn’t get it. I have a business and reply heavily on this.
Are there any suggestions? I desperately need you help.

If a copy of the message appears in Sent Items folder (assuming you have the
option enabled), the problem's not on your end.

General OE Caveats:

- Don't use Inbox or Sent Items to archive messages. Move them to local
folders created for this purpose.

- Empty Deleted Items folder daily.

- Disable Background Compacting [not available in SP2] and frequently
perform a manual compact of all OE folders while "working offline". More at
http://www.insideoe.com/files/maintain.htm

- WinXP SP2 only: Do not shut down your machine while Windows is
automatically compacting your message store.

- Your anti-virus application's email scanning feature can also cause such
corruption. Disable it. It provides no additional protection.

Do you have more than one mail account in Tools, Accounts Mail?

New messages use the default account there. Replies and Forwards use
the account that downloaded the message. Since you have trouble with
new messages, that would point to the default account as having some
incorrect settings.

If there is a copy in Sent Items then OE thinks the message has been sent.
This can be caused by an anti-virus scanning email.
