Except for those who were "grandfathered" in. I don't recall the cut-off
date.

Default Hotmail

No...grandfathered accounts maintained access via OE and OL but not the
Pop3 option.

The only accounts that provide pop3 retrieval are fee based accounts or
sub-accounts of an msn.com subscription(dial up/dsl).

A free hotmail account and a grandfathered hotmail/msn.com
account(grandpa's account still accessible in OE, OL or Windows Live
Mail) have this notice in the options for gaining access to pop3
accounts.
" To receive mail from other accounts without POP3 access, go to your
other account and set up automatic forwarding"
Note: Without Pop3 access means that the hotmail account does not
provide pop3 access(i.e. requires a Plus fee based account which is
enabled once the $20 annual payment is validated).
