Default No Mail For Me?!

Lately I haven't been getting any mail. No spam, no test messages I
sent myself, no nada. Does anyone know why Outlook Express-- I assume
it's my mail program that's at fault-- is doing this? Or rather, not
doing anything?

Are you able to send messages?
Are you getting any error messages?
Is this a pop account?
Are you virus scanning incoming email?
Create a new Identity and see if you receive email.

In order:

Yes I am able to send messages.
No error messages.
Yep, a POP account.
Not scanning for viruses,

And it has been so long, I can't remember how to set up another
account. When I installed Windows 2K I had more than enough trouble
just getting this one account set up.

Can you access your mail using Webmail?
Check your Blocked Senders list. You could have been added to the list.
Call your ISP help.

Use the webmail interface to your mailbox to see if there are messages
sitting in the Inbox.

What's "webmail?"

It is the web site that your e-mail provides to access your mailbox
using a web browser. "Web" accessed "mail". Read
http://en.wikipedia.org/wiki/Webmail.

Call your ISP (Universal Telecom) or whomever you are using as your
e-mail provider (which you chose to not disclose) about the URL to
their webmail interface.
