When I attach photos to OE the addressees say they do not receive the
pictures.
When I send them to myself I do receive the pictures.

If you see the pix, and they are also viewable in Sent Items, then the
problem is not on your end. If the recipients are using Outlook Express, you
can send them these links. If they are using a different e-mail client, then
these won't help.

Are you doing File, Insert Attachment or File, Insert Picture?

If Insert Picture , make sure that Tools, Options, Send, Mail, HTML
Settings, that Send Pictures is checked.
