Melvingene,
Look at the account settings window for this account, on the Advance Tab.
You might have the PORT settings backwards, then what you have listed here.
The error indicates that you are trying to access the Incoming Mail server
through PORT: 465, not 995. On the Advance tab for the account settings, OE
has the Port setting listed the opposite as what OUTLOOK does.

How do I resolve the socket error?

Please try this::
Outgoing mail server: Outgoing server (SMTP) requires authentication :
Donot check for authentication.
Incoming mail port #: 995, secure connection (SSL) checked : Instead
of this use by default, Dont check SSL
Outgoing mail port #: 465, secure connection (SSL) checked : Instead
of this use by default, Dont check SSL

Change the POP server to pop.att.yahoo.com.
Change the SMTP server to smtp.att.yahoo.com.

Try sending a test mail and I am sure you will be able to send and
receive emails in Outlook Express.
