What did you reformat it with? Every Windows version from 9X through XP has
IE6/OE6 as part of the installation.

Control Panel | Add/Remove Programs | Add/Remove Windows Components, is
Internet Explorer checked?

For Internet Explorer questions not pertaining to Outlook Express, please
post to one of the following:

Win 9x did not come with IE6/OE6. 98 and ME cane with 4 or 5, depending on
the version.

IE6: http://www.microsoft.com/windows/ie/ie6/default.mspx
Look at more than the top of the page. There's a link for IE6 for versions
earlier than WinXP.
