Never dial a connection is in Internet Explorer | Tools | Internet Options |
Connections. I was referring to Outlook Express | Tools | Options |
Connections.

If you are configured to Send & Receive under the General tab, OE will close
if Hang up after sending or receiving is checked under the Connections tab
in OE, not IE.

From: http://www.fjsmjs.com/OE/disconnect.htm

In OE go to Tools | Accounts and do the following for each mail and news
account:

Double click the account.
Go to the Connection tab.
Uncheck "Always connect to this account using:".

Apparently OE can't check to see what account you are connected through, so
it closes the connection and then reconnects the one you told it to use just
to be safe.
