Default Administrator access denied

Please read it all before answering:
I have the problem of Outlook Express (on WindowsXP SP2) not remembering the
passwords BUT when I follow the registry key deletion process, I get as far
as Checking the box for "Replace permission entries on all child objects with
entries shown here that apply to child objects" and, when I click OK, I get
an error message: "Unable to save permission changes on S-1-5-21-21 ........
Access is denied".
I am logged on as an administrator, so what's the problem and how can I fix
it so that I can go back and fix the original problem?

Default Administrator access denied

There are a number of 3rd party security programs that have the option
to block some registry updates. So check the settings in any of those
programs that you may have installed.

Jeepers - like which? I only have McAfee on this Dell machine that might
theoretically be blocking, but I can't see how.
I've tried to check the local security settings in Control Panel, but I
can't see anything that would be relevant here. Please can you tell me what I
should be looking for, perhaps in the Administrative tools of the control
panel.

It's no McaFee - I disabled it completely and the problem persists. Any ideas
of where the setting might be within Windows?

Disabling McAfee is not enough. It must be uninstalled.
