Default Red x -- but no message at the top

I'm getting the red 'x' box where graqphics are supposed to be -- but I'm
not getting that little bar at the top of the preview pane that says 'Some
pictures have been blocked to help prevent the sender from identifying your
computer. Click here to download pictures.'

Why not? And, more to the point, what should I do?

p.s. - The 'block images...' on the Tools...Options...Security tab is
_un_checked.

There are a few possibilities. Some are on the sender's end, and some may be
on your end.
