OE doesn't give me the option of inserting an image or picture in the body of
the message, it only allows it as an attachment though insertion into the
body is supposed to be an option. The "picture" option is not even made
available in the Insert menu. I have all the latest windows updates and MS
won't give me a solution to a problem with their product without charging me.

Do you have it set to be an HTML message or Plain Text?

Start a message then click on the Format menu and see which is selected.

Not only does the message have to be HTML formatted, but he also has to
click in the edit window, in order for the menu items to become available.

OE was set to plain text format. When I set it to HTML I still did not have
the "insert picture" option, but after setting back to PT and then back to
HTML I got the picture option and it now works properly. Thank you all for
your help.
