WHAT IS THE PURPOSE OF THIS LARGE, FILE ON MY MAIN HARD DRIVE ( OUT OF
OUTLOOK EXPRESS { 2 } ) ?
I can't read these files because they are " in another process. " May I
deleted this one? and how.

Does the file name with DBX such as FOLDERS.DBX and INBOX.DBX?

There is one DBX file for each "folder" in Outlook Express. And the
folders.dbx is a master control file. If you select File, Folders,
Compact All in Outlook Express that will recover the wasted disk space
from deleted messages and reduce the size of those files.

What is the name of the file and where is it located on your hard
drive? Please remember maxim: "if you know nothing about the file then
leave it as it is".
