Default outlook express problem

Hi,

This is boopathi here, I have a windows xp sp2. microsoft outlook new msg
can't create, and also the starting outlook express error msg was internet
explorer script error, line no : 30, outlook msg typing place disable, error
msg .dll missing

pls send me the error solution.........
