Default Moving from OE to Outlook

The .dbx files from another computer won't import into OE6 on another
computer. I want to then export them from OE6 into Outlook. I get an error
message referring to the files not being there or in use by another program
when I point the Import utility in OE6 to the newly copied folder location.
Any ideas?

The files are in a new folder on the hard drive?
You have checked the properties of the dbx files and made sure that the
files are not marked Read Only?
You included folders.dbx?
