message comes up
when opening outlook express 2003 The following message comes up This addin
"C\PROGRAM1\SPAMBL~1\BIN\471~1.0\SBOLExt.dll" could not be installed or loaded. I have tried detect and repair Any ideas?

There is no Outlook Express 2003, and Outlook Express doesn't support
add-ins. So I suspect that your problem is with Outlook 2003, and entirely different program. From the file name, I'm going to guess the problem is with some anti-spam program that you've installed.
