Default outlook express startup

When I turn on computer I must go into tools servers and reset my email pop3
address as it comes up with 127.0.0.1 each time computer is restarted

Turn off e-mail scanning in your anti-virus program. It is a redundant layer
of protection that eats up CPUs and causes a multitude of problems such as
time-outs and account setting changes. Your up-to-date A/V program will
continue to protect you sufficiently.

What do I do to find out the POP3/IMAP and SMTP to insert to make my Outlook
account?

If you are asking about Outlook and not Outlook Express, then you are in the
wrong newsgroup anyhow.

Outlook and Outlook Express are entirely different programs. You will get

You contact your mail service supplier, typically your ISP (Internet
Service provider). The information may be on their web site.
