Default Stopping Users from changing setup

Running OE 6 onTerminal Services under W2K3
Is there anyway I can lock down OE so users cannot alter the setup eg
Servers, Include this account etc either in OE (cant find it) or via GPOs in
W2K3.
Is there a parameter file I can copy back to OE folder at each user logon if
it cant be achieved via GPOs
